EU packaging requirements

PPWR: packaging compliance, step by step

Separate legislation. Separately scoped support. PPWR (EU) 2025/40 is not part of the EU Cosmetic Products Regulation (EC) 1223/2009. A CPSR, PIF, CPNP notification or cosmetic Responsible Person appointment does not establish PPWR compliance. Our PPWR services are separately scoped and quoted; they are not automatically included in cosmetics compliance work.

The EU Packaging and Packaging Waste Regulation (EU) 2025/40 generally applies from 12 August 2026, with further requirements phased in over the coming years. It covers packaging of all materials, including cosmetic containers, outer boxes and delivery packaging.

What it aims to change

Less unnecessary packaging and waste, better recyclability, more reuse and recycled plastic content, and clearer sorting information.

What to do now

Map your packaging, markets and legal roles. Review current documentation and EPR duties, then plan for later labelling and design requirements. Deadlines vary by measure and packaging category.

How AsCo Europe helps

Packaging gap reviews, supplier evidence, technical-file and declaration support, label checks, EPR coordination and a practical implementation roadmap.
